民族地区新发展格局构建论略——基于消费升级理论视角

On the Construction of New Development Pattern in Ethnic Areas——From the Perspective of Consumption Upgrading Theory

近年来,随着城乡收入水平的不断提升,居民消费需求、消费结构、消费方式、消费理念等不断加快升级,我国已进入消费新时代。由于历史原因,民族地区经济在发展过程中形成了资源性路径依赖,面对环境规制,经济社会发展存在“资源诅咒”效应。因此,民族地区要利用消费升级的窗口期,充分发挥自然、人文、地缘等禀赋优势,从供需两端发力,以新技术创新应用为抓手,以完善消费相关制度政策为基础保障,通过提供特色、绿色、原生态产品和服务有效对接来满足消费升级新需求,从而构建高质量发展新格局。

In recent years,with the constant improvement of urban and rural income,the consumer consumption demand,structure,modes and notions have been constantly upgraded,and China has entered a new era of consumption.Due to historic reasons,the economy in ethnic areas has followed,in their development process,the path of resources dependence,and is faced up with the effect of“resource curse”in environment planning,and economic and social development.Therefore,ethnic areas should make most of the window period of consumption upgrading,give full play to resource advantage in nature,humanity and geology,make great efforts both in supply and demand,seize the innovative application of new technology,perfect relevant consumption systems and policies for the fundamental guarantee,meet the new needs of consumption upgrading through the effective docking of special,green and original products and service,so as to construct a new pattern of high-quality development.
