Summary of the Research on the Farmers’ Rights and Interests Protection in the Process of Agricultural Marketization

概述了中国农业市场化变革和历史演变中农民权益保障的情况。从细化农村土地产权制度,明确土地所有权主体,保障农民合法权益;完善农村土地流转制度,建立健全征地补偿机制;建立健全农产品市场体制,完善农业市场信息体系;发挥政府服务职能,提高农民维权意识等四个方面提出农业市场化进程中建设农民权益保障机制。

This paper summarizes the situations of farmers’ rights and interests protection while China is going through the agricultural marketization reform and other historical evolution, and comes up with the following ways to construct mechanisms for protecting their rights, including: First, construct farmers’ rights and interest protection mechanism in the process of agricultural marketization from the views of refining rural land property rights system. Second, clear land ownership subject and protect farmers’ legitimate rights and interests. Third, improve rural land transfer system, establishing a sound compensation mechanism for land expropriation, market system of agricultural products and the information system of agricultural market. Fourth, exert government’s service function and improving farmers’ consciousness of safeguarding their rights.
