县域末端治理的属性、困境及其破解之道——从条块关系的视角切入

The Nature,Dilemma and Solutions of County Terminal Governance——From the Perspective of the Tiao-Kuai Relation

在县域治理体系中,一些部门处于治理链条末端的位置,承担“灭火”职责。尽管这些部门本身并不弱势,但其末端处境使它们承受着更大的责任压力,在一定程度上成为“兜底部门”。县域末端治理的困境与条块分割的体制密切相关。在条块体制下,某些部门的正式权力地位提升,却无法解决部门协调和条块分割的难题,需要依托党委政府的权威出面统筹。末端治理的困境也展现出科层治理体系及其运行机制的复杂性。如何进一步理顺条块关系,加强条块整合,使体制优势进一步转化为治理效能,仍然任重道远。

In the county governance system,some departments are at the end of the governance chain and assume the responsibility of "fire fighting". Although these departments are not weak in themselves,their terminal situation makes them bear greater responsibility pressure,and to a certain extent,they become "the bottomline department". The dilemma of governance at the end of the county is closely related to the system of tiao-kuai fragmentation. Under the tiao-kuai fragmented system,the promotion of the official power status of some departments still cannot solve the problems of departmental coordination and fragmentation,and needs to rely on the authority of the party committee and government to coordinate. The dilemma of terminal governance also shows the complexity of the bureaucratic governance system and its operating mechanism. There is still a long way to go to further straighten out the tiao-kuai relation,strengthen the integration of the tiao-kuai,and further transform the institutional advantages into governance efficiency.
