构建黄河流域环境协同治理的路径分析

ANALYSIS OF THE PATH TO BUILD COORDINATED ENVIRONMENTAL GOVERNANCE IN THE YELLOW RIVER BASIN

黄河流域生态保护和高质量发展是中国实现绿色发展的重要组成部分,受制于治理的公共性和外部性特征,传统的属地治理模式难以破解新发展格局下黄河流域的诸多困境,协同推进大治理成为黄河流域开展生态保护的必然选择,同时也是推动黄河流域高质量发展的外在动力和提高环境治理绩效的内在要求。黄河流域目前面临的上、中、下游地区经济社会发展差异较大、产业结构不合理、尚未形成清洁环保的发展机制等现实问题,一方面阻碍了地区间的共建共享,另一方面也制约着环境协同治理体系的构建。需要践行生态优先的理念,强化生态共建机制,深化协同合作关系,推动黄河流域生态一体化建设,并积极融入高水平生态保护新格局,尽快形成高水平生态保护的有效支撑,切实保障环境协同治理的成效,为黄河流域的生态保护和高质量发展营造良好的环境基础。

The ecological conservation and high-quality development of the Yellow River Basin is an important part of China′s green development. Due to the public and external characteristics of governance, the traditional local governance model is difficult to break the dilemmas of the Yellow River Basin under the new development pattern.To promote coordinated governance in the Yellow River Basin has become an inevitable choice to carry out ecological protection, as well as an external impetus to promote high-quality development in the Yellow River Basin and an intrinsic requirement to improve environmental governance performance. However, the Yellow River Basin is currently facing many problems, such as large differences in economic and social development between the upper, middle and lower reaches, unreasonable industrial structure, and the lack of a clean and environmentally friendly development system, which on one hand hinder the common construction and sharing among regions, on the other hand restrict the construction of a coordinated environmental governance system. For this reason, it is necessary to practice the concept of ecological priority, strengthen the ecological co-building mechanism, deepen the coordinated relationship, promote the ecological integration of the Yellow River Basin, and actively integrate into the new pattern of high-level ecological protection, form effective support for high-level ecological protection as soon as possible, effectively guarantee the effectiveness of environmental coordinated governance, and create a good environmental foundation for ecological protection and high-quality development in the Yellow River Basin.
