矿产资源产权制度改革刍议

Discussion on the reform of property right system of mineral resources

矿产资源作为人类生产生活中重要的自然资源,是人类经济社会发展的有力支撑,对人类社会可持续发展具有重要作用。近年来,随着我国大力推进生态文明建设,践行“绿水青山就是金山银山”的新发展理念,我国现有的矿产资源管理制度与社会经济发展之间的不适应现象逐渐凸显。因此,寻求适合新形势下的矿产资源开发和管理方式,对推动我国矿产资源的高效利用和矿业行业的可持续发展具有重要意义。本文对我国矿产资源产权制度改革的必要性、存在问题和改革措施等进行分析研究,以期能够为我国深化矿产资源产权制度改革提供参考。

As an important natural resource in human production and life,mineral resources are a strong support for human economic and social development and play an important role in the sustainable development of human society.In recent years,as China vigorously promotes the construction of ecological civilization and practices the new development concept of“clear water and green mountains are gold and silver mountains”,the inadaptability between China’s existing mineral resource management system and social and economic development has gradually become prominent.Therefore,it is of great significance to seek the development and management mode of mineral resources suitable for the new situation to promote the efficient utilization of mineral resources and the sustainable development of the mining industry in China.This paper analyzes the necessity,existing problems and reform measures of China’s mineral resources property rights system reform,in order to provide reference for China to deepen the reform of mineral resources property rights system.
