茂名市近岸海域入海排污口监督管理问题探讨

Research on Supervision and Management of Sewage Outlets into the Sea near the Cost of Maoming City

“十三五”期间,茂名市加大了重点河流和海域的综合整治力度,使入海污染物总量大幅减少,近岸海域优良面积比例持续改善。但茂名市入海排污口数量仍然较大,陆源污染物通过入海排污口进入海洋,对海洋生态环境质量产生一定影响。在茂名市最新入海排污口排查成果的基础上,对茂名市入海排污口现状、特征进行分类,分析茂名市入海排污口监测情况,并提出有针对性的监督管理措施,推动建立起“十四五”时期新的入海排污口监督管理工作机制。

During the "Thirteenth Five-Year Plan" period,Maoming City has increased the comprehensive improvement of key rivers and sea areas,and the total amount of pollutants entering the sea has been greatly reduced,and the proportion of good near-shore sea areas has been continuously improved.However,the number of outfalls into the sea in Maoming is still large,and pollutants from landbased sources enter the sea through outfalls into the sea,which has a certain impact on the quality of marine ecological environment.Based on the results of the latest marine outfall survey in Maoming City,the current situation and characteristics of marine outfalls in Maoming City are classified,the monitoring situation of marine outfalls in Maoming City is analysed,and targeted supervision and management measures are proposed to promote the establishment of a new mechanism for supervision and management of marine outfalls in the 14 th Five-Year Plan period.
