摘要
近年来,我国地方政府购买图书馆服务呈现蓬勃发展之势,但存在注重购买规模、疏忽质量保障的问题。图书馆服务质量保障的现实困境存在于政府购买的全过程,即项目决策环节、采购环节和实施环节。要保障政府购买的图书馆服务质量,政府须转变服务观念、明确责任,图书馆服务项目须以民众需求为出发点、完善服务购买的招投标机制和加强对承接方的监督考核,从而为推进图书馆服务的供给侧结构性改革提供思路和借鉴。
In recent years,the purchase of library services by local governments in China has been flourishing,but there is a problem of focusing on the scale of purchase and neglecting quality assurance.The real-life dilemma of quality assurance of library services exists in the whole process of government purchase,project decision-making,procurement and implementation.To ensure the quality of library services purchased by the government,it needs to change the concept of government services and clarify responsibilities,set up projects based on people’s needs,improving the bidding mechanism of service purchase and strengthening the supervision and assessment of contractors,so as to provide ideas and references for promoting the supply-side structural reform of library services.
