摘要
超大城市人、财、物高度集聚,本底复杂,其内涝灾害的复杂性和危害性更为凸显.随着相关政策、文件、标准的出台,国家对超大城市的内涝防治提出了更高的要求.为破解超大城市内涝防治难题,全面提升城市内涝防治水平,基于系统化思维,以深圳市为例,从致涝因子分析-内涝风险评估-防治体系谋划-管控机制制定等方面开展了超大城市内涝防治系统的规划探索与实践.
The human,financial and material resources in mega city are highly concentrated and the background is complex,and the complexity and harm of flooding disasters are more promi-nent.With the introduction of relevant policies,documents and standards,higher requirements are put forward for the urban flooding prevention and control system in mega city.To solve the prob-lems of flooding prevention and control in mega city and comprehensively improve the level of ur-ban flooding prevention and control,taking Shenzhen as an example,the planning exploration and practice of flooding prevention and control system in mega city are carried out from the aspects of analysis of flooding factors-flooding risk assessment planning of prevention and control system-formulation of control mechanism based on systematic thinking.
