校园欺凌问题的社会化成因及协同防治策略 被引量:2

摘要 校园安全是学生全面健康成长的基本前提,也是教育治理的重要内容。近年来,校园欺凌正逐渐从校园内部管理问题转化为复杂多变的社会问题,从校园行为规范问题转变为良法善治的障碍之一,治理模式正由教育工作者为主转变为公共组织及相关多主体广泛有序参与。校园欺凌的成因包括不良文化的影响、法律规制的缺失、平等人权的避视、区域人口的变化。以平安校园建设为导向,加强校园欺凌协同防治,应切实做好思想协同、区域协同、制度协同、技术协同、司法协同、社会协同,多维度提高学生法治意识,多主体实施精准干预活动,多举措健全防治制度体系,多手段提高安全管理水平,多条款促进法治校园建设,多样本探索人口调整对策。 Campus safety is the fundamental premise for the comprehensive and healthy growth of students,and it is also an important part of educational governance. In recent years,school bullying is gradually changing from a problem of internal management on campus to a complex and changeable social problem,and from a problem of school code of conduct to one of the obstacles to good law and governance. The governance model is changing from being dominated by educators to the extensive and orderly participation of public organizations and related multi-subjects.From a practical point of view,the causes of school bullying are the influence of bad culture,the lack of laws and regulations,the avoidance of equal human rights,and the changes in regional populations. Guided by the construction of a safe campus,we should strengthen the coordinated prevention and control of school bullying,to be ideological coordination,regional coordination,institutional coordination,technical coordination,judicial coordination,and social coordination. We should improve students’ awareness of the rule of law from multiple dimensions,and implement precise intervention activities with multiple subjects. Multiple measures will be taken to improve the prevention and control system,improve the level of safety management through multiple means,promote the construction of law-based campuses with multiple provisions,and explore population adjustment countermeasures with multiple samples.
