区域高质量一体化发展:从地理空间到多维联系 被引量:8

Regional High-Quality Integrated Development:From Geographic Space to Multiple Dimensional Connections

摘要 区域高质量一体化发展是一个复杂、漫长且极为重要的阶段。仅从地理空间推动区域高质量一体化发展是不充分的,以地理空间集聚为表象的区域,其高质量发展需要拓展到多维空间。增进多维邻近性措施框架为加快区域高质量一体化发展提供了系统的新方案,在京津冀、长三角、粤港澳大湾区等区域形成了丰富的案例,多维空间也为区域高质量一体化发展提供了新方向。多维空间既反映了各城市的优势和短板,又能推动功能互通共享,加速区域高质量一体化发展。同时采取多个维度空间的措施可以加速某领域高质量一体化发展,但应有序推动该领域的一体化进程,以避免短期投入大、沟通协调难度高、未来更新维护成本高等问题。 The regional high-quality integrated development is a complex,long and extremely important stage.It is not enough to promote the high-quality integrated development of the region only from the geographic space.The Regional high-quality integrated development with the appearance of geographic spatial agglomeration needs to be extended to the multiple dimensional space.The framework of measures to enhance multiple dimensional proximity provides a systematic new approach to accelerate the Regional high-quality integrated development,and provides rich examples in the Beijing-Tianjin-Hebei region,the Yangtze River Delta,and the Guangdong-Hong Kong-Macao Greater Bay Area.Multiple dimensional space provides a new direction for the regional high-quality integrated development.The multiple dimensional space not only reflects the advantages and disadvantages of each city,but also promotes the interoperability and sharing of functions,and accelerates the regional high-quality integrated development.Taking measures in multiple dimensions at the same time can accelerate the high-quality integration of a certain field,but the integration process in this field should be promoted in an orderly manner to avoid problems such as large short-term investment,high communication and coordination difficulties,and high future update and maintenance costs.
