高职教育专业建设政策效力评价模型构建研究 被引量:2

Research on the Construction of Evaluation Model of Policy Effectiveness of Specialty Construction in Higher Vocational Education

摘要 提升质量成为我国高职教育内涵发展的核心议题,而专业建设则是其内涵建设的重要抓手。基于德尔菲法,对高职教育专业建设政策效力评价模型进行了构建。研究发现高职教育专业建设政策的全过程可以分为政策制定、政策执行、政策检验3个环节。高职教育专业建设政策的效力可以分为政策效率、政策效用、政策效能、政策效益4个表征方面。同时,基于评价模型形成了政策效力评价的具体指标体系,与高职教育专业建设政策全过程和效力4个表征方面相对应的指标为投入指标、过程指标、产出指标、影响指标。 Improving quality has become the core issue of the connotation development of higher vocational education in China,specialty construction is an important starting point of its connotation construction.Based on the Delphi method,this paper constructs an evaluation model for the effectiveness of the policy of specialty construction in higher vocational education.It is finds that the whole process of the policy of specialty construction in higher vocational education can be divided into three links:policy formulation,policy implementation and policy test.The effectiveness of professional construction policy in higher vocational education can be divided into four aspects:policy efficiency,policy effectiveness,policy efficiency,policy benefit.At the same time,based on the evaluation model,a specific index system for policy effectiveness evaluation is formed.The indicators corresponding to the whole process and effectiveness of higher vocational education specialty construction policy are input indicators,process indicators,output indicators and impact indicators.
