上海市重点实验室运行成效和发展策略研究

Research on operation effect and development strategy of key laboratories in Shanghai

基于上海市重点实验室功能定位和2016—2019年运行管理数据,该文阐述了实验室在推进原始创新、培育高水平人才、组织科技合作等方面取得的显著成效,同时明确了学科布局不够全面、部分领域产出效率有待提高、多元投入机制尚未形成等问题,并从围绕完善总体布局、提升创新能力、强化运行管理等方面提出对策建议,以期为上海市重点实验室发展提供研究支撑。

Based on the functional orientation of the key laboratories in Shanghai and the operation and management data from 2016 to 2019,this paper expounds the remarkable achievements of the laboratories in promoting original innovation,cultivating high-level talents,and organizing scientific and technological cooperation.At the same time,it also clarifies the problems such as incomplete scientific layout,the output efficiency of some fields to be improved,and the multiple input mechanism has not yet been formed,and puts forward countermeasures and suggestions from the aspects of improving the overall layout,enhancing innovation ability,and strengthening operation and management,so as to provide research support for the development of the key laboratories in Shanghai.
