雾霾治理、地方政府行为和绿色经济高质量发展——来自中国县域的证据

Haze Governance, Local Government Behavior and High-quality Development of Green Economy: Evidence from Chinese Counties

推进雾霾治理、改善环境质量水平是中国构建现代化绿色经济体系的重要举措。本文采用县域数据实证分析雾霾治理对绿色经济高质量发展的影响效应,重点考察地方政府行为对雾霾治理效应的影响作用。研究发现:雾霾治理对绿色经济高质量发展具有促进效应,并通过结构效应和技术效应产生作用。雾霾治理的促进效应集中于中低发展地区、非资源型地区和中部地区。政府间策略模仿行为总体上强化了雾霾治理的促进作用,具有东部“独立促进”、中部“模仿促进”、西部“模仿无效”的区域特征;县域间产业结构相似性并未强化雾霾治理的促进作用,具有东部地区“独立促进”、中西部地区“模仿无效”的特征。县域资源错配恶化和锦标赛体制抑制了雾霾治理的促进作用。

Promoting haze control, improving environmental quality and promoting high-quality development of green economy are important measures for China to build a modern green economic system. Based on the panel data of 1526 counties from 2005 to 2018, this paper analyzes the impact of haze governance on the high-quality development of green economy, and focuses on the impact of local government behavior on the haze governance effect. The research results of this paper are as follows. Haze control has a positive effect on the high-quality development of green economy, and haze governance promotes high-quality development of green economy through industrial structure upgrading and green technology innovation. The promotion effect of haze control on the high-quality development of green economy is concentrated in regions with middle and low development levels, central regions and non-resource-based regions. It is found that the strategy imitation behavior of county governments generally strengthens the promotion of haze governance on the high-quality development of green economy, and has obvious regional characteristics of independence inhibition in the eastern region, imitation promotion in the central region, and imitation inefficiency in the western region. The similarity of industrial structure among counties does not strengthen the promotion of haze control, and has obvious characteristics of independent promotion in the east and ineffective imitation in the central and western regions. It is found that the deterioration of resource mismatch inhibits the promotion effect of haze governance on the high-quality development of green economy, and has obvious negative regulatory effect.
