Development of Japan’s International Student Policy Based on Quality and Efficiency Drive

日本国际学生政策在围绕扩大规模与质量提升之间经历了曲折的演变与发展,呈现出以规模驱动发展、质量驱动发展、再到质效驱动均衡发展的艰难探索历程。梳理日本国际学生政策的变迁历程,透析其政策实施的经验和问题,对促进我国国际学生教育事业的可持续发展具有积极的借鉴意义。

Japan’s international student policy has experienced a tortuous evolution and development around scale expansion and quality improvement, showing a difficult exploration process of scale-driven development, quality-driven development, and balanced quality& efficiency-driven development. This paper sorts out the changing process of Japan’s international student policy and analyzes the experience and problems in the implementations, which has referential significance for promoting the sustainable development of China’s international student education.
