Domestic water price of urban residents in China as demonstrated by data

2021年5月,国家发展改革委印发了《关于“十四五”时期深化价格机制改革行动方案的通知》,明确了“十四五”时期系统推进水资源价格改革的重点任务。城镇居民生活水价是水资源价格改革内容之一,研究城镇居民生活水价制度对完善水资源价格形成机制具有重要参考作用。文章梳理了36个重点城市城镇居民生活水价执行情况,按南北方、东中西部分区域分析了水价水平、水价构成情况,测算了水费支出占比,提出了发挥价格杠杆作用、完善水价形成机制的政策建议。

In May 2021,the National Development and Reform Commission issued the“Notice on the Action Plan for Deepening the Reform of the Price Mechanism during the 14th Five-Year Plan Period”,which clarified the key tasks of systematically promoting the reform of water prices during the 14th Five-Year Plan Period.The domestic water price reform for urban residents is one of the contents of water resource price reform,and studying the domestic water price system for urban residents has an important reference value for improving the formation mechanism of water resources price.This paper sorts out the implementation of the domestic water price for urban residents in 36 key cities,analyzes the water prices and water price composition according to different regions(northern and southern China,as well as eastern,middle and western China),calculates the proportion of water fee expenditure,and puts forward policy recommendations for playing the role of price leverage and improving the water price formation mechanism.
