摘要 县域节水型社会建设是贯彻落实“节水优先”的重要举措,评估其创建成效对提升创建质量、总结创建经验具有重要意义。为客观合理地评估创建成效,提出基于系统聚类和组合赋权的分类评估方法,在对待评价县域进行特征分类的基础上,通过组合赋权各评价指标以体现不同特征县域指标作用的差异。以广东省32个节水型社会达标建设县域为例,进行节水型社会创建成效分类评估。结果表明:32个县域共聚类为3种特征类型,建设重点分别在工业、农业、生活型节水方面,其中创建成效最好的县域分别为深圳市大鹏新区、广州市花都区、深圳市盐田区,并对创建成效不足地区提出了针对性的提升建议。与现有评估方法相比,本研究所提出的分类评估方法能较客观地反映县域发展特点,创建成效评估结果能更好地反映实际情况,可为我国县域节水型社会创建成效评价提供技术支撑。 The building of water-saving society on the county level is an important measure to implementing the concept of water saving as a priority.Evaluating its effectiveness is of great significance to improving the quality and summarizing experience in this field of work.In order to evaluate the effect objectively and reasonably,a classification evaluation method based on systematic clustering and combinatorial weighting is proposed,on the basis of feature classification of counties under evaluation,through the combination of weighted evaluation indicators,to reflect the differences in the role of county indicators with different characteristics.This paper takes 32 counties in Guangdong Province as an example,and classifies and evaluates the effectiveness of their efforts in building a water-saving society.The results show that the 32 counties are clustered into three characteristic types focusing on water-saving indicators of industrial,agricultural and domestic use.Counties with the best results are Dapeng New District of Shenzhen City,Huadu District of Guangzhou City and Yantian District of Shenzhen City.Targeted suggestions for counties with insufficient results are put forward.Compared with existing evaluation methods,the classification evaluation methods proposed in this paper can reflect the characteristics of county development more objectively,and the results of evaluation can better reflect actual situations,which can provide technical support for the evaluation of the effectiveness of building water-saving society on the county level in China.
