湟水流域水环境精细化管理云平台构建研究 被引量:1

摘要 生态文明建设是关系中华民族永续发展的根本大计,流域综合治理和水生态保护是生态文明建设的重要组成部分。湟水作为黄河上游一级支流,推动湟水流域管理由信息化向智慧化发展是实现湟水流域和黄河流域生态保护和高质量发展的关键,以湟水流域水环境精细化管理为目标,通过多源数据集成共享、多模型耦合高性能算法等关键技术,提出流域-控制单元的精细化管理体系,并以此为基础设计环境数据中心、空间信息分析、环境形势分析、情景模拟研判、模型支撑管理5个系统,构建出一套服务于地方政府及环保部门的湟水流域水环境精细化管理云平台,为改善湟水流域水环境质量提供信息化技术支撑。 Ecological civilization is fundamental to the sustainable development of the Chinese nation.The integrated managementof river basins and the protection of water ecology are important components of ecological civilization.Huangshui River is a first-level tributary of the upper reaches of the Yellow River.It is the key to realizing ecological protection and high-quality development of the Huangshui River basin and the Yellow River basin to transform the IT-based development to intelligent development of Huangshui basin management.This paper proposes a refined management system of basin-control unit,with refined management of water environment in Huangshui River Basin as its goal,and through key technologies such as multi-source data integration and sharing,multi-model coupling and high-performance algorithm.Based on this,five systems are designed:environmental data center,spatial information analysis,environmental situation analysis,scenario simulation and judgment,and model support management.Finally,a cloud platform for the refined management of the water environment in the Huangshui River basin that serves local governments and environmental protection departments has been built,to provide information technology support for improving water environment quality in the Huangshui River basin.
