水库型幸福水源的内涵与创建体系构建思考

On the connotation of reservoir-based happy water sources and its system building

文章以浙江省温州市珊溪—赵山渡水库饮用水水源地为例,介绍了水源概况和保护现状,认为该水源当前面临的突出问题是社会经济发展转型难、水质向好基础不稳固、极端天气带来新挑战和管护方式与区域复杂性不相适应。为此,借鉴幸福河湖研究和实践,提出了幸福水源的概念,阐述了其内涵包括自然主体完整健康、社会主体优享美好生活以及人水关系和谐稳定三层含义,并从新时期如何建设幸福水源出发,明确了幸福水源创建体系构建之建设要求、建设思路和实施路径。

This paper takes the drinking water source of Shanxi-Zhaoshandu Reservoir in Wenzhou City,Zhejiang Province as an example,and introduces its general situation and protection status.The paper holds that there are many prominent problems of this reservoir as a water source at present.The ecological advantages of the water source cannot be effectively transformed into driving forces for social and economic development.Its water quality is being improved but not good enough.Extreme weather events are posing new challenges to its water security.The management and protection methods are not commensurate with the complexity of the area.Drawing on the research and practices of happy rivers and lakes,this paper proposes the concept of happy water sources,and expounds that its connotation includes three aspects:the integrity and health of natural subjects,the enjoyment of a better life by social subjects,and the harmony and stability of human-water relation.Furthermore,this paper defines the requirements,ideas and implementation paths of building the system of“happy water sources”from the perspective of how to build happy water sources in the new era.
