摘要
流域水工程防洪联合调度是提高流域整体防洪能力、降低洪灾损失的重要手段。阐述了赣江流域防洪工程体系概况,剖析了赣江流域水工程防洪调度存在的问题,从健全联合调度管理体制机制、畅通信息共享机制、加强防洪联合调度技术研究、编制水工程防洪联合调度方案及开发防洪联合调度决策支持系统平台等方面提出了赣江流域水工程防洪联合调度对策与建议。
Joint flood control operation of water engineering in the river basin is an important measure to improve the overall flood control capacity of river basin and reduce flood loss.On the basis of describing the general situation of flood control engineering system in the Ganjiang River Basin,the problems existing in flood control operation of water engineering in the Ganjiang River Basin are analyzed.The countermeasures and suggestions for the joint flood control of water engineering in the Ganjiang River Basin are put forward from the following aspects:perfecting the system and mechanism of joint flood control management,unblocking information sharing mechanism,strengthening the research of joint flood control technology,working out joint flood control scheme and developing joint flood control decision support system platform.
