摘要
为帮助大型水利工程建设项目完善生产安全风险管控及隐患排查治理双重预防机制建设,以PDCA循环为基础,明确双重预防机制建设程序、内容和运行模式,实现水利工程建设项目风险动态闭环管控,并以小清河防洪综合治理工程为研究对象,对项目双重预防机制实施与执行过程进行推演,以规范水利工程参建单位双重预防机制建设模式,切实有效进行事故预防,同时为其他类似工程项目双重预防机制建设工作提供参考。
In order to perfect risk control and investigate hidden danger for safe production of large-scale water projects,a dual prevention mechanism is proposed based on the PDCA cycle,together with construction procedures,contents and operation mode,so as to realize dynamic closed-loop control of risks.Taking the project of the Xiaoqing River flood control as the study object,implementation and implementation process of the dual prevention mechanism is deduced.It is expected to standardize the construction mode for dual prevention mechanism of units participating water project construction,prevent the happening of accidents,and provide references for other similar projects.
