摘要 针对大坝安全监测隐患突出、运行管护薄弱等问题,采用WBS-RBS法,对大坝安全监测运行工作及存在的风险进行分解,构建大坝监测风险矩阵。通过构建安全监测风险量化模型,将风险等级划分为5级,确定了监测运行管护工作的权重分布,提出了基于WBS-RBS的风险量化评价模型。结合案例分析,验证了模型的合理性,有效提升了管理效率,为大坝安全监测运行管护风险辨识与评价提供借鉴。 In view of the current problems such as prominent hidden dangers of dam safety monitoring and weak operation management and protection, this paper uses WBS-RBS method to decompose the operation and existing risks of dam safety monitoring, and construct the dam monitoring risk matrix. The risk quantification model of safety monitoring is constructed, the risk level is divided into 5 levels, the weight distribution of monitoring, operation, management and protection is determined, and the risk quantification evaluation model based on WBSRBS is proposed. Combined with case analysis, the rationality of the model is verified, the management efficiency is effectively improved, and a reference is provided for dam safety monitoring, operation, management and protection risk identification and evaluation.
