论新阶段水土保持生态清洁小流域发展

Discussion of the development of ecologically clean small watershed for soil and water conservation in the new stage

建设生态清洁小流域是贯彻落实习近平生态文明思想,增强水土保持服务功能,满足人民日益增长的美好生活和优美生态环境需要的重要举措。回顾生态清洁小流域近20年发展历程并总结建设成效、分析存在问题,阐述了新阶段生态清洁小流域建设发展新要求,提出在建设美丽中国和实施乡村振兴等战略思想统领下,生态清洁小流域的功能作用、内涵和外延特征及其特点,并提出举措建议。

Construction of ecologically clean small watershed shall be the measure for upgrading service functions of soil conservation and satisfying people’s needs of better life and environment. By reviewing the development process of ecological clean small watershed in recent 20 years, summarizing the construction results and analyzing the existing problems, this paper expounds the new requirements for the construction and development of ecological clean small watershed in the new stage, puts forward the functional role, connotation and extension characteristics and new characteristics of ecological clean small watershed under the guidance of the strategic ideas of building a beautiful China and implementing rural revitalization. Relevant measures and suggestions are also worked out.
