宁夏贺兰县水权改革实践探索

Practical exploration of water rights reform in Helan County of Ningxia

为深入贯彻落实习近平总书记“努力建设黄河流域生态保护与高质量发展先行区”的指示,宁夏回族自治区将贺兰县作为用水权改革重点县区之一。分析了贺兰县水资源禀赋条件,从优化顶层设计、筑牢改革基础、构建市场化交易体系、健全监测监管平台建设四方面梳理了贺兰县水权改革实践途径,并针对水权改革中存在问题给出相应建议,以期在全区乃至北方干旱半干旱地区全面推行水权改革提供有益参考和借鉴。

Helan County was selected as the pilot for water right reform in the Ningxia Hui Autonomous Region. Based on evaluation of water resources conditions in Helan County, paths and practical ways of water rights reform are discussed from four aspects of optimizing top-level design, creating a solid base of reform, building a market-oriented trading system, and improving monitoring and supervision. Suggestions are raised to solve the problems related to the reform, so as to provide useful experiences and lessons for the implementation of water rights reform in the whole region or even in arid and semi-arid areas in the north.
