摘要
人才国际化对推动未来国际化大城市的高质量发展将起到重要作用。人才国际化应充分考虑未来的各个影响因素,以规范性和可操作性为取向,将人才构成国际化、人才素质国际化、人才流动国际化、人才环境国际化、人才影响国际化等要素综合考量,构建人才国际化程度的评价体系。近年来,上海市和广东省结合经济社会发展需要,在海外人才的引进、培养、评价、激励、保障等方面出台了一系列的政策措施,以加快海内外人才集聚步伐。但在高水平人才高地建设的背景下,两地的人才国际化还需要在很多方面作出突破。基于上海与广东的人才国际化需求与定位,两地应全力推动国际人才本土化与本土人才国际化相互促进,加快实现人才国际化程度的显著提升;营造国际化的生态环境,打造与世界城市发展水平相适应的国际人才服务区;努力构建全球范围内人才流动和集聚枢纽,嵌入全球人才网络,搭建世界级事业增值平台,进一步构建国际人才大数据平台,建成高水平人才高地。
Talent internationalization will play an important role in promoting the high-quality development of international mega cities in the future,and all the influencing factors in the future should be taken into consideration.It should be oriented by standardization and operability,comprehensively consider the internationalization of talent constitution,talent quality,talent flow,talent environment,talent influence,etc.,and build an evaluation system.In recent years,Shanghai and Guangdong have introduced a series of policies and measures for the introduction,cultivation,evaluation,incentive and guarantee of overseas talents by taking into account the needs of economic and social development,so as to speed up the pace of talent accumulation at home and abroad.However,to build a highlevel talent highland,Shanghai and Guangdong need to make breakthroughs in multiple aspects.Based on the demand and positioning of talent internationalization,Shanghai and Guangdong should make every effort to advance the mutual promotion between the localization of international talents and the internationalization of local talents,accelerate improving the internationalization degree of talents,and create an international ecological environment and an international talent service area of international metropolitan level.They should strive to build a global talent flow and gathering hub,integrate it with the global talent network,develop a world-class business value-added platform,and further build an international talent big data platform and a high-level talent highland.
