From Disaster Relief to Disaster Prevention—Chen Yun’s Concept and Development of Flood and Drought Prevention

由于在经济建设方面作出的巨大贡献,陈云在水旱灾害防治方面的努力常被忽视,但从灾害学的角度看,陈云水旱灾害防治理念逐渐形成和发展并蕴含着丰富的内容:组织生产自救,平安渡过水旱灾害;重视粮食储备,有效预防水旱灾害;重视粮食调运,切实保障灾民生活;兴修水利工程,竭力根治水旱灾害。陈云的水旱灾害防治理念不仅对根据地的灾荒救济工作具有指导作用,也为中华人民共和国成立后的抗灾救灾工作注入思想动力,还为现阶段我国的防灾减灾救灾工作带来诸多启示。

Due to great contribution to economic construction,Chen Yun’s efforts in flood and drought disaster prevention and control are often ignored.However,from the perspective of disaster science,Chen Yun’s concept of flood and drought disaster prevention and control has gradually formed and developed,which contains rich contents:enlarging production and save people to survive flood and drought disasters;attaching importance to the storage of grain as means of reducing the loss of flood and drought disasters;paying attention to the transportation to ensure the livelihood of victims;conducting water conservancy project to eradicate flood and drought disasters.Chen Yun’s concept of flood and drought disaster prevention and control not only plays a guiding role in disaster relief and relief work in New China,but also brings many enlightenment to disaster prevention,reduction and relief work in the new era.
