社会组织界别协商:实现中国特色社会主义民主的广度和深度

Consultation among Social and Political Sectors:To Expand the Breadth and Depth of People’s Democracy in the Whole Process

协商民主在我国逐步兴起并受到重视,推进协商民主在我国的多层次、多领域、制度化发展成为当前我国民主建设的重要举措。然而,协商民主在我国发展中,遇到如何与选举民主关系协调以及公民参与协商渠道缺乏的困境。在这两难困境之间,社会组织界别协商的设置,将通过代表选举的方式化解前一困境,又以组织性和界别性的制度化、渠道化解后一困境。社会组织界别在选举民主与协商民主之间建立了一个桥梁,也在协商民主内部的底层与高层之间建立了沟通联系的渠道。社会组织界别协商是我国协商民主困境的重要突破,对于促进选举民主与协商民主共同发展具有重要意义,对于我国全过程民主政治向广度和深度发展具有双重推动作用。

Deliberative democracy has gradually emerged and been valued in China.Increasing the development of deliberative democracy in Chinas’multi-level,multi-field and institutionalized development has become an important measure of democracy construction in China.However,consultative democracy in the development of our country,how to coordinate the relationship with electoral democracy and the lack of channels for citizens to participate in consultation difficulties.In this dilemma,the establishment of consultation among sectors of social organizations will solve the former dilemma through representative election,and solve the latter dilemma through organizational and sectoral institutionalized channels.The social organization sector has built a bridge between electoral democracy and consultative democracy,as well as a channel of communication between the bottom and top levels of consultative democracy.Consultation among social organizations is an important breakthrough in the predicament of deliberative democracy in China.It is of great significance to promote the common development of electoral democracy and deliberative democracy,and has a dual role in promoting the breadth and depth of the full process democracy in China.
