Design of data architecture of government population database in megacity

城市基层治理是社会治理的重要方面,目前各部门之间条块分割严重、标准不统一,无法形成社会治理合力。随着数据安全法、个人信息保护法的施行,亟需构建底数清、确保个人信息安全的人口库。传统方式无法做到精细化管理,文章提出了一种数据颗粒化解耦、块化融合的人口库数据架构和建模方法,数据全程加密,围绕人的生命周期分散建模,按业务事项授权使用,可有效保障个人信息数据使用尺度,助力政府精细化治理城市。

Urban grassroots governance is an important aspect of social governance.At present,there is a serious division and disunity of standards among various departments,which makes it impossible to form a joint force of social governance.With the implementation of data security law and personal information Protection Law,it is urgent to build a population database with a clear base to ensure personal information security.Traditional way can’t fine management,this paper proposes a data particles dissolve the decoupling,block library data fusion of population structure and modeling methods,data encryption,all the surrounding people scattered the life cycle of modeling,according to the authorized the use of business items,which can effectively safeguard the personal information data using scale,boost the elaborating management city government.
