[目的/意义]新近发布的《关于推进实施国家文化数字化战略的意见》是推动实施国家文化数字化战略的框架性、指导性文件,文章通过第四次产业革命论证传统文化产业数字化转型的必要性,分析《关于推进实施国家文化数字化战略的意见》对文化强国与数字中国战略的贯彻,并对文化产业数字化转型升级提出建议。[方法/过程]采用政策演进分析方法,从文化消费者与文化企业数字化需求、数字藏品市场发展与监管等方面分析文化产业数字化发展趋势。[结果/结论]明确数字型文化企业为主体的新文化产业布局,从公共数字文化协同发展、数据安全协同发展、学科专业教育协同发展三方面提出对策建议。

[Purpose/significance]The newly released opinions on promoting the implementation of the national cultural digitalization strategy are a framework and guiding document for promoting the implementation of the national cultural digitalization strategy.This study demonstrates the necessity of digital transformation of traditional cultural industries through the fourth industrial revolution,analyzes the implementation of the opinions on the strategy of building a cultural power and digital China,and puts forward suggestions on the digital transformation and upgrading of cultural industries.[Method/process]Using the policy evolution analysis method,this paper analyzes the digital development trend of cultural industry from the aspects of digital demand of cultural consumers and cultural enterprises,development and supervision of digital collection market.[Result/conclusion]The layout of the new cultural industry with digital cultural enterprises as the main body was clarified,and countermeasures and suggestions were put forward from three aspects:the coordinated development of public digital culture,the coordinated development of data security,and the coordinated development of discipline and professional education.
