世界经济特区演进与中国特色经济特区发展路径选择

Evolution of World's Special Economic Zones and Choice of Development Path for Special Economic Zones with Chinese Characteristics

中国特色经济特区作为中国改革的“试验田”和对外开放的“窗口”,以实行特定经济政策和经济体制来达到建设经济增长极的作用。文章利用制度演进视角和动态分析视角,梳理世界经济的历史演进发现:中国特色经济特区具有世界经济特区的主要基本特征,但在发展背景、建设基础、历史使命等方面具有特殊性。通过研究中国特色经济特区的演进机理与发展问题,借鉴世界经济特区的发展经验,从充分发挥改革开放的竞争优势、探索经济高质量发展的实践模式、提升特区的协调协同发展水平、推进营商环境制度化建设、促进环境可持续发展方面提出中国特色经济特区的发展路径选择,以此丰富开放型世界经济构建中的中国样本。

Special economic zones with Chinese characteristics,as the experimental field of China's reform and the window of opening to the outside world,play the role of constructing economic growth poles by implementing special economic policy and economic system.From the perspective of institutional evolution and dynamic analysis,this paper attempts to summarize the historical evolution of the world's special economic zones and finds that special economic zones with Chinese characteristics have inherited some basic characteristics of special economic zones in the world,but they have particularities in the development background,construction foundation and historical mission.By summarizing the evolution mechanism and development issues of China's special economic zones,and drawing lessons from the development experience of special economic zones in the world,this paper puts forward the choice of development path of China's special economic zones from the giving full play to the competitive advantages of reform and opening-up,exploring the practice mode of high-quality economic development,and promoting coordinated development,the institutionalization of business environment construction,and sustainable environmental development,so as to provide a Chinese sample for the construction of an open world economy.
