以现代化都市圈建设推动京津冀世界级城市群高质量发展

Promoting the High-quality Development of the World-class Beijing-Tianjin-Hebei City Cluster Through the Construction of Modern Metropolitan Circle

都市圈是城市群内部以大城市为中心、以1小时通勤圈为基本范围的城镇化空间形态,是城市群演进过程中的必经阶段,许多国际大都市都经历了“单核心城市—城市组团—多核心都市圈—城市群”的空间演变过程。当前京津冀城市群存在结构性缺陷,都市圈建设相对滞后,大城市辐射带动周边地区发展能力不足,支撑城市群建设的基础作用尚未充分发挥出来。建设以首都为核心的世界级城市群,要充分认识都市圈的战略价值,依托北京、天津、石家庄等区域性中心城市以及正在加快建设中的雄安新区,着力构建分散化、组团式、多中心的都市圈结构,构筑以市郊铁路为核心支撑的都市圈交通网络,推动京津冀世界级城市群高质量发展。

Metropolitan circle is a urbanization space form with big cities as the center,and a one-hour com⁃muting circle as the basic range inside a city agglomeration,and an inevitable stage in the evolution of city agglom⁃erations.Many international metropolises have experienced the spatial evolution process of“single core city-city cluster-multi-core metropolitan circle-urban agglomeration”.At present,Beijing-Tianjin-Hebei city agglomer⁃ation has structural defects,the construction of metropolitan circle is relatively lagging behind,the ability of big cit⁃ies to radiate and drive the development of surrounding areas is insufficient,and the basic function that supports ur⁃ban agglomeration construction has not been fully developed.To build a world-class city agglomeration with the capital as the core,we should fully understand the strategic value of metropolitan circle,rely on regional central cit⁃ies such as Beijing,Tianjin and Shijiazhuang as well as the Xiong’an New Area,which is under accelerated con⁃struction,focus on building decentralized,cluster,multi-center metropolitan circle structure,and a metropolitan transportation network with suburban railways as the core,so as to promote the high-quality development of a world-class Beijing-Tianjin-Hebei city agglomeration.
