摘要
乡村振兴,人才振兴最为关键。近年来河北通过大力实施乡村振兴战略中的人才振兴,在夯实党的基层组织建设基础、培育大批农业科技人才、提高新型职业农民素质、壮大新型农业经营主体等方面取得了显著成就,但仍然面临吸纳人才的普惠性和长效性政策措施不足、乡村专业技术人才严重匮乏、乡村人才能力评价缺乏科学有效的标准、乡村人才成长激励保障不足、对乡村人才培训缺乏多元保障等制约因素。文章提出了加强乡村人才振兴综合管理、实施乡村人才预购与定制培养制度、加大乡村振兴人才队伍建设投入、对乡村人才进行科学评价、完善基层人才的激励保障制度等对策建议。
Talents revitalization is most critical for rural revitalization.In recent years,Hebei has made remark⁃able achievements in consolidating the foundation of the Party’s grass-roots organization construction,fostering a large number of agricultural science and technology talents,improving the quality of new professional farmers,and strengthening the main body of new agricultural management through vigorously implementing the talents revitaliza⁃tion strategy of rural revitalization.However,some constraining factors still exist,including insufficient inclusive and long-effective policies and measures for attracting talents,serious shortage of professional and technical talents in rural areas,lack of scientific and effective standards for the evaluation of rural talents’abilities,insufficient in⁃centives and guarantees for rural talents’growth,and lack of multiple guarantees for rural talents training.This pa⁃per puts forward such countermeasure suggestions as strengthening the comprehensive management of rural talents revitalization,implementing the pre-purchase and customized training system for rural talents,increasing invest⁃ment in the construction of rural revitalization talents teams,scientifically evaluating rural talents,and improving the incentive and guarantee system for grass-roots talents.
