新时代“制度+科技”双轨式海关智慧信用培育模式研究

A Study on the Cultivation Mode for“Institution+Technology”Dual-Track Customs Intelligent Credit in the New Era

海关信用培育在海关信用体系建设中承担着宣传解读海关信用管理制度、引导并帮助企业提升内部规范管理水平、支持企业提升海关信用等级享受通关便利等重要任务,是构建以信用为基础的新型海关监管机制的重要环节。本研究通过梳理当前海关信用培育的发展现状,从根源上剖析了海关信用培育存在的现实问题,在“制度+科技”理念下基于可及性、便利性、安全性、公平性的原则构建了双轨式海关智慧信用培育模式。该模式的建立以海关信用管理制度作为制度基础,通过“线上”智慧培育系统与“线下”智慧培育体验中心作为技术支撑,以“制度+科技”双轨式海关智慧信用培育模式实施,彰显新时代海关信用培育帮助中国外贸企业重视信用理念、遵守信用规范、利用信用价值的使命宗旨,着力推动中国外贸经济高质量发展。

In the customs credit management system,customs credit cultivation undertakes the important tasks of publicizing and interpreting the customs credit management institutions,guiding and helping enterprises to improve their management of the internal standards,supporting enterprises to improve their customs credit rating and enjoy the benefits in customs clearance.It is an important link to construct a new credit-based customs supervision mechanism.Through sorting out the current status of customs credit cultivation,this study analyzes the practical problems existing in customs credit cultivation from the root.Under the concept of“institution+technology”,a dual-track customs intelligent credit cultivation mode is constructed based on the principles of accessibility,convenience,security and fairness.This mode takes the customs credit management system as the institutional foundation,andthe“online”intelligent cultivation system and the“offline”intelligent cultivation experience center as the technical support.The implementation of“institution plus technology”dual-track customs intelligent credit cultivation mode highlights the mission and purpose of customs credit cultivation in the new era,to help Chinese foreign trade enterprises to prioritize the credit concept,abide by the credit norms,and use the credit value,and thenstrives to promote the high-quality development of China’s foreign trade economy.
