集成电路产业链“数字智造+数字监管”模式初探——基于样本企业的海关监管方案

The Preliminary Exploration on the Mode of“Digital Intelligent Manufacturing+Digital Control”in the Integrated Circuit Industry Chain——Customs Supervision Scheme Based on Sample Enterprises

集成电路产业是衡量国家科技实力与经济水平的重要标志之一,是数字化生产运营的集中体现。合肥海关以辖区内某家集成电路设计制造企业为切入点,首先通过调研总结集成电路产业特点,其次以数字化三个本质特征——“连接”“共生”“当下”为脉络,提出集成电路制造业数字化运营模式对海关监管提出的新需求,最后以数字驱动为理念,提出关企数据“协同、共享”新模式,融合“虚实”监管新模式,全流程数据监管服务三类措施,最终实现对集成电路产业监管模式的优化。

As one of the significant indicators measuring the national scientific and technological strength and economic level,the integrated circuit industry is the concentrated embodiment of digital production and operation.Departing from an integrated circuit design and manufacturing enterprise within the jurisdiction of Hefei customs,this paper firstly summarizes the features of the integrated circuit industry through investigation.Secondly,based on the three essential characteristics of digitization such as“connection”,“symbiosis”and“present”,the new requirements of the digital operation mode of integrated circuit manufacturing industry are proposed for customs control.Finally,embracing the concept of being“digital-driven”,the paper proposes a new mode of“collaboration and sharing”of customs-related enterprise data,the new mode of“virtual and real”control and three measures of whole process data control,to optimize the control mode of integrated circuit industry.
