摘要 铅蓄电池企业创建双重预防机制有助于安全风险管控关口前移,但是目前如何构建并未有明确、统一的国家标准。本文中,笔者结合蓄电池厂安全工程师执业经验,从机制创建的一般要求、风控体系创建、隐患排查治理体系创建三方面进行了阐述。其中,重点从风险点划分、危险源辨识到采用定性或定量评估方法进行风险评估,进而对安全风险制定技术、管理、教育培训等管控措施,对风险分级管控体系的创建过程进行了全方位介绍。 The establishment of double prevention mechanism in lead battery enterprises is conducive to the advance of safety risk control,but there is no clear and unified national standard on how to construct it.In this paper,the author combined with the battery factory safety engineer practice experience,from the general requirements of mechanism creation,risk control system creation,hidden trouble investigation management system creation of three aspects.Among them,the emphasis from the risk point classification,hazard identification to the use of qualitative or quantitative evaluation methods for risk assessment,and then the safety risk formulation technology,management,education and training and other control measures,the establishment of risk management and control system was introduced in an all-round way.
