京津冀要素市场分割、资源配置效率与经济收敛

On the Factor Market Segmentation,Resource Allocation Efficiency and Economic Convergence in Beijing-Tianjin-Hebei Region

基于相对价格法和随机前沿分析测度了京津冀要素市场分割程度和资源配置效率,运用京津冀地区2004—2020年的面板数据实证检验了资源配置效率在要素市场分割对经济增长和经济收敛影响中的作用。研究结果表明:京津冀城市群存在显著的绝对β收敛和条件β收敛,影响京津冀地区经济收敛的因素主要为政策性因素和市场性因素;京津冀地区资本市场分割对经济增长和经济收敛的作用并不显著,劳动力市场分割对经济收敛的影响强度从当期到滞后一期是逐渐衰减的,市场分割程度对当期经济收敛影响最大;劳动力市场通过资源配置效率影响经济收敛。基于研究结论,提出明确各城市优势和功能定位,完善建设区域创新体制,加快基础设施建设,提高资源配置效率等建议。

Based on the relative price method and stochastic frontier analysis,this paper measures the degree of factor market segmentation and resource allocation efficiency in Beijing-Tianjin-Hebei region,and empirically tests the effect of resource allocation efficiency in factor market segmentation on economic growth and economic convergence effects by using panel data in the Beijing-Tianjin-Hebei region from 2004 to 2020.The research results show that:the Beijing-Tianjin-Hebei urban agglomeration has significant absoluteβ-convergence and conditionalβ-convergence,and the factors affecting the economic convergence in the Beijing-Tianjin-Hebei region are mainly policy factors and market factors;the effect of economic convergence is not significant.The impact of labor market segmentation on economic convergence gradually decays from the current period to one lag period.The degree of market segmentation has the greatest impact on economic convergence in the current period.The labor market affects economic convergence through resource allocation efficiency.Based on the research conclusions,this paper puts forward some suggestions,such as defining the advantages and functional positioning of each city,perfecting the regional innovation system,speeding up infrastructure construction and improving the efficiency of resource allocation.
