Analysis of Internal Mechanism and Reasons for Organic Integration of Efficient Market and Promising Government

党的十九届五中全会提出“有效市场和有为政府更好结合”的组合方案,这是我们党在高水平社会主义市场经济体制构建过程中对政府和市场关系的全新定位。不可否认,西方主流经济学关于政府和市场关系的认识对人类社会做出了积极贡献,但同时也应看到这些理论始终遵循着资本利益至上的资本主义市场经济逻辑。而我国政府—市场关系内生于改革开放的实践,通过充分有效发挥这“两只手”的优势和长处,努力构建政府和市场互惠共生、相互促进的正和博弈模式,实现有效市场和有为政府的有机融合。可以说,党的领导、以人民为中心的发展思想和公有制为主体的制度优势是有效市场和有为政府有机融合的原因。

The Fifth Plenary Session of the 19th CPC Central Committee has put forward the combination plan of“promoting the combination of the efficient market and promising government”,which is our party's new position for the relationship between the two in building a high-level socialist market economic system.It is no doubt that the understanding of government-market relationship about the western mainstream economics has made positive contributions to human society,but we should also see that these theories always follow the logic of capital interests first in a capitalist market economy at the same time.Our government-market relationship was born in the practice of China's reform and opening-up.By giving full play to the advantages and strengths of these two hands,efforts should be made to build a positive game model of reciprocity and mutual promotion between the government and the market,so as to realize the organic integration of efficient market and promising government.Finally,the study explains the reasons for the organic integration of the two from the leadership of the party,the people-centered thought and the institutional advantages of public ownership as the main body.
