消费结构升级是推动经济高质量发展的新动力

Upgrading of Consumption Structure as a New Driving Force to Promote High-quality Economic Development

我国制定的“十四五”规划明确提出要推动经济高质量发展,构建内循环为主、国内国际双循环互为促进的发展格局。在依靠投资和出口拉动经济已经成为过去的情况下,只有借助需求侧的消费升级才能承接科技进步带来的产业结构升级,才能为科技创新的新兴产业提供发展动力。消费结构升级具有消费类别在结构上的提升、消费方式和支付手段的多样化、消费趋势转向追求幸福生活等特征。为此,需要探寻刺激总需求的经济政策,促进就业和增加收入;发展新产业、新产品、智能化带来的幸福经济;建设橄榄型社会,缩小贫富差距,最终实现共同富裕的福利社会经济目标。

The“14th five year”plan formulated by China clearly proposes to promote high-quality economic development and build a development pattern dominated by internal circulation and mutually promoted by international and domestic double circulation.Under the condition that investment and export have become the past growth mode,on the demand side,only consumption upgrading can undertake the upgrading of industrial structure brought by scientific and technological progress;Consumption upgrading can provide driving force to emerging industries of scientific and technological innovation.The upgrading of consumption structure should be characterized by the improvement of consumption categories in structure,the diversification of consumption methods and means of payment,and the shift of consumption trend to the pursuit of a happy life.To this end,we need economic policies to stimulate aggregate demand,mainly to promote employment and increase income,so as to make it possible to upgrade consumption;New industries,new products,and the happy economy brought by intelligence can promote the realization of consumption upgrading,which will eventually become the driving force for sustainable economic growth;Build an olive society,narrow the gap between the rich and the poor,and finally achieve common prosperity.
