“一带一路”倡议下中国与东盟经贸合作高质量发展路径探究

A Probe into the Pathways of High-quality Development of China-ASEAN Economic and Trade Cooperation under the “Belt and Road” Initiative

本文在梳理国内学界对中国与东盟经贸合作研究的文献上,首先总结“一带一路”倡议下中国与东盟经贸合作高质量发展的现实基础,一是中国与东盟经贸合作取得丰硕成果;二是双方建立多层次合作机制,不断夯实经贸合作的基石;三是东盟的经济增长奇迹和新冠疫情后地区产业链加速重构为双方经贸合作增添新动能;四是多重战略机遇利好叠加。进而,分析中国与东盟经贸合作高质量发展面临的现实挑战,一是双边贸易结构单一,经贸关系呈现不均衡发展,服务贸易发展相对滞后;二是西部陆海新通道运输面临诸多困境与不足,通关便利化亟待提升;三是地区多重风险迭加与不稳定性因素增多。最后,从优化贸易结构和促进贸易发展,高水平共建西部陆海新通道以及加快中国与东盟区域价值链的区域整合等方面,提出实现中国与东盟经贸合作高质量发展的关键路径。

While teasing out the literature of domestic academia on studies of economic and trade cooperation between China and ASEAN,this paper first summarizes the realistic foundations of high-quality development of China-ASEAN economic and trade cooperation under the “Belt and Road” initiative, i.e.firstly, China-ASEAN economic and trade cooperation has been fruitful;secondly, both sides have established a multilevel cooperation mechanism and have been constantly solidifying the cornerstone of trade and economic cooperation;thirdly, the economic growth miracles of ASEAN and the post-pandemic accelerated restructuring of regional industry chains has added new driving forces to the trade and economic cooperation between the two sides;fourthly, superimposition of multiple strategic opportunities and favorable factors.It then analyzes realistic challenges to high-quality development of China-ASEAN economic and trade cooperation, i.e.firstly, simple structure of bilateral trade, unbalanced development of economic and trade ties and relatively underdeveloped service trade;secondly, numerous dilemmas and deficiencies of new international land-sea trade corridor transport in the western region, and urgent need for improvement of customs clearance facilitation;thirdly, supervision of multiple risks and increased destabilizing factors in the region.Finally, this paper proposes a critical path to high-quality development of China-ASEAN trade and economic cooperation in terms of optimizing the trade structure, promoting trade development, high-level co-construction of the new international land-sea trade corridor in the western region and accelerating the regional integration of regional value chains of China and ASEAN,etc.
