国土空间总体规划环评的重点问题研究

Research on Key Problems in Environmental Impact Assessment of Territorial Space Master Plan

国土空间总体规划已全面推进,开展国土空间总体规划环评对推动国土空间集约高效利用具有重要意义。系统梳理省、市、县等不同层级国土空间规划的内涵,分析国土空间总体规划环评开展的现状及存在问题,提出国土空间总体规划环评的基本要求和评价重点,明确资源环境制约因素分析、规划协调性分析、环境目标与评价指标、环境影响预测与评价、规划方案综合论证等技术要求,给出规划优化调整建议、生态保护和环境影响减缓措施关注点,提出加强部门合作、出台技术规范、强化制度协同等推动国土空间总体规划环评的相关管理建议。

The work of territorial space master plan continued to advance,and the environmental assessment of territorial space master plan is of great significance to promote the intensive and efficient utilization of land space.The literature review was conducted on the connotation related to the territorial space plan at different levels(province,city and county).The current status and key problems in environmental impact assessment of territorial space master plan was also identified.The basic requirements and the key points of evaluation were figured out,including the analysis of current problems and constraints,the analysis of planning coordination,environmental objectives and evaluation indicators,the prediction and evaluation of environmental impact,the comprehensive demonstration and suggestions for further improvement of plan,the requirements of ecological environment protection and environmental impact mitigation measures.Recommendations for conducting environmental impact assessment of territorial spatial master plan were proposed∶to strengthen departmental cooperation,to issue technical specifications,to strengthen institutional coordination.
