水运行业绿色低碳发展面临的问题及对策建议

Problems Faced by Green and Low-carbon Development of Waterway Transportation Industry and Its Countermeasures

水运行业是我国综合交通运输系统的重要组成部分,也是实施污染防治、生态保护和碳减排的重点领域。在国家生态文明建设和可持续发展的要求下,推动水运行业绿色低碳发展显得尤为迫切。在总结水运行业关键环保措施实施及要求的基础上,分析了实施绿色低碳发展面临的主要环保问题和挑战,并从做好顶层设计、严格环评管理、实施减污降碳协同增效方案及加强关键环保技术研发等方面提出了相关对策建议。

The waterway transportation industry is an important part of China’s comprehensive transportation system,and it is also a key industry field in pollution prevention,ecological protection and carbon reduction.Under the requirements of national ecological civilization construction and sustainable development,it is particularly urgent to promote the green and low-carbon development of the industry.On the basis of summarizing the implementation and requirements of key environmental protection measures in the industry,this paper analyzes the main environmental protection problems and challenges faced by the implementation of green and low-carbon development,and puts forward relevant countermeasures and suggestions from the aspects of top-level design,strict environmental impact assessment management,implementation of pollution reduction and carbon reduction synergy programs,and strengthening the research and development of key environmental protection technologies.
