国土空间规划体系下村庄规划编制研究--以新泰市南涝坡村为例

Research on Village Planning Compilation under Territorial Spatial Planning System--Case study of Nanlaopo Village of Xintai City

随着国土空间规划体系的日益完善,不同层级的规划事权已逐渐明确。编制村庄规划作为国土空间规划体系的重要一环,对推进乡村振兴的实施以及科学引导村庄建设具有深远意义。本文对原有村庄规划存在的主要问题进行梳理,以新泰市南涝坡村村庄规划编制实践为例,探索在国土空间规划体系下的村庄规划编制方法。通过对村庄现状的调查与研究,确定村庄的发展目标,提出适合村庄发展的规划编制策略,以期优化村庄土地资源配置,为类似村庄规划的编制研究提供经验。

With the improvement of the territorial spatial planning system,the planning authority at different levels has been gradually clarified.As an important part of the territorial spatial planning system,the village planning compilation has far-reaching significance for promoting the implementation of Rural Revitalization and scientifically guiding the construction of villages.This paper sorts out the main problems existing in the original village planning,and takes the village planning practice of Nanlaopo village in Xintai City as an example to explore the village planning compilation method under the territorial spatial planning system.Through the investigation and research on the current situation of the village,this paper has determined the development objectives of the village,and put forward planning compilation strategies suitable for the development of the village in order to optimize the allocation of land resources in the village and provide experience for the similar village planning compilation.
