海洋综合保障基地规划经验借鉴与路径研究--以广州为例

Study on Planning Experience and Path of Marine Integrated Support Base--Case Study of Guangzhou

当下海洋经济发展以船舶制造、海工装备、文化旅游等为主,港口岸线资源急缺,伴随着海洋港口码头的复合化功能需求的逐年提高,对海洋管理科研港口码头整合有益于提高海岸线绩效。本文在此背景下分析海洋综合保障基地的现实意义和广州承担南部海洋经济圈在海洋国际交流、宣传展示等重要领域的可行性。总结海洋综合保障基地建设新趋势,阐述广州海洋综合保障基地的核心功能和重点任务,提出港口码头与管理服务区联动发展,海洋产业专业化展示交流,人性化不间断科普体验,海洋管理服务与产学研一体化,强化基地创新创意与文化展示等建议,提升海洋综合保障基地功能复合性,为类似地区提供经验借鉴。

At present,marine economic development mainly focuses on ship manufacturing,marine engineering equipment,cultural tourism,etc.,while port shoreline resources are in urgent shortage.With the increasing demand for complex functions of ports and harbour,the integration of ports and ports and harbour in marine management and scientific research is beneficial to improving shoreline performance.In this context,this paper analyzes the practical significance of the marine integrated support base,and discusses the feasibility of Guangzhou to undertake the southern marine economic zone in the important fields of marine international exchange,publicity and exhibition.This paper also summarizes the new construction trend of the marine integrated support base,expounds the core functions and key tasks of the marine integrated support base in Guangzhou,and puts forward suggestions such as the linkage development of the port terminal and the management service area,the professional display and exchange of the marine industry,the humanized and uninterrupted public science experience,the integration of the marine management service with the industry-university-research loop,and the strengthening of the base's innovation and cultural display,so as to improve the functional complexity of the marine integrated support base,which could provide reference for similar regions.
