“印太战略”视阈下美国对孟加拉国的战略布局

The Strategic Layout of the U.S.towards Bangladesh from the Perspective of the“Indo-Pacific Strategy”

近年来,美国持续推进“印太战略”,将之作为对华战略竞争的重要抓手。在“印太战略”框架下,由于国内政局相对稳定、经济发展潜力巨大以及地缘枢纽地位重要,孟加拉国的地缘价值日益凸显。美国在政治、经济、安全等多层面加强对孟加拉国的战略经营,图谋将孟加拉国纳入其“印太战略”轨道,以实现其构建印太伙伴关系网络、扼控印太海上通道、深化美孟经贸合作、制衡中国影响力的政策目标。当然,美国基于意识形态和地缘竞争的“印太战略”,有悖于孟加拉国奉行的独立自主外交政策,加之美孟在人权、民主、宗教等问题上的分歧,都制约了美孟合作的深化。中国不仅要运筹好大国外交、推动新型大国关系的构建,更要超越大国政治的视角,避免掉入阵营化对抗的陷阱,聚焦和深化与孟加拉国的发展合作,维护和拓展好中国在孟加拉国的国家利益。

In recent years,the U.S.has continued to promote the“Indo-Pacific Strategy”as an important approach for its strategic competition with China.Under the framework of the“Indo-Pacific Strategy”,Bangladesh's geographical value has become increasingly prominent due to its relatively stable domestic political situation,huge potential of economic development,and its important position as a geographical hub.The U.S.has strengthened its strategic management of Bangladesh in terms of politics,economy,security,etc.,and attempted to bring Bangladesh into the track of its“Indo-Pacific Strategy”,so as to realize the establishment of Indo-Pacific partnership network,control the Indo-Pacific maritime channel,deepen the cooperation of U.S.-Bangladesh economic and trade cooperation and to counterbalance China's influence.Obviously,U.S.“Indo-Pacific Strategy”based on ideology and geographical competition is contrary to the independent foreign policy pursued by Bangladesh,and the differences between the U.S.and Bangladesh on human rights,democracy,religion and other issues have restricted the deepening of cooperation between them.China should not only plan for major-country diplomacy and promote the construction of a new type of major-country relationship,but also should go beyond the perspective of major-country politics,avoid falling into the trap of confrontation,focus on and deepen development and cooperation with Bangladesh,maintain and expand China's national interest in Bangladesh.
