摘要
近年来,我国政府对社会组织越来越多地采用一种新的管理模式,即授权社会组织对其他社会组织实施所授权的管理,本研究将其定义为分层管理。通过对A市志愿团体管理创新实践进行考察,发现分层管理呈现“政府选择性授权、以社管社”的核心特征。其中“,选择性”主要表现在两个方面:一是授权对象在政治上可信赖、管理上可依靠;二是授权内容以执行性、服务性职能为主。分层管理是社会发展新阶段政府提高管理效率、控制政治风险的优化选择,是行政吸纳社会理论核心逻辑在变化的社会情境下的强化与延伸。通过分层管理,我国政府在保障政治秩序稳定的前提下,有效回应了社会需求膨胀、社会组织快速发展带来的管理挑战。
In recent years,the Chinese government has increasingly adopted a new management way and granted social organizations as a hub when managing other social organizations.We define this way as hierarchical management.Based on the case study of voluntary group management practices in city A,it is found that hierarchical management presents the core characteristics of "selective authorization"."Selectivity" is mainly manifested in two aspects.Firstly,the authorized social organization is politically reliable and administratively reliable.Secondly,the content of authorization is mainly executive and operational functions.Hierarchical management helps the government to improve efficiency as well as control political risks in the new time.Even hierarchical management differs from traditional management mode,it still conforms to the logic of classification control and functional substitutes,and shows strong vitality of administrative absorption of society(AAS).
