世贸组织贸易政策审议视角下的部分国家市场监管体系研究及对我国的启示

Research on the State Market Regulation System of Some Members from the Perspective of WTO Trade Policy Review Mechanism

贸易政策审议机制(TPRM)与贸易谈判机制、争端解决机制一起,成为保障世贸组织(WTO)顺利运行的三大机制。TPRM通过定期监督和全面审查各成员贸易政策及实施情况,增强成员贸易政策的透明度,敦促成员遵守世贸组织规则和承诺;贸易政策审议从另一个视角权威地诠释了WTO成员的市场监管体系。本文通过系统梳理WTO部分成员贸易政策审议文件,挖掘部分重点贸易国家的市场监管体系的架构、特点,借鉴国外成熟先进的市场监管体系,提出完善适合我国特点的市场监管体系的建议。

Trade Policy Review Mechanism(TPRM), together with Trade Negotiation Mechanism and Dispute Settlement Mechanism, has become the three major mechanisms to ensure the smooth operation of the World Trade Organization(WTO). TPRM enhances the transparency of members, trade policies and urges members to abide by WTO rules and commitments by regularly monitoring and comprehensively reviewing their trade policies and implementation;TPRM gives an authoritative interpretation of the market supervision system of WTO members from another perspective. This paper systematically analyzes the trade policy review documents of some WTO members, explores the structure and characteristics of the market supervision system of some key trading countries,draws lessons from the mature and advanced market supervision systems of foreign countries, and puts forward some suggestions on improving the market supervision system suitable for China, s characteristics.
