From External Circulation to Dual Circulation:The Transformation of Economic model in Coastal Regions-A Case Study of Suzhou City

近年来随着我国内外部环境的变化,沿海地区原有的外循环经济模式难以持续,急需实现经济模式的转型。苏州地区曾经是外循环经济的典型代表,外资和外贸在苏州经济中占有主要地位.面对着外资流入下降甚至撤退的态势,苏州率先走上了内资外资双轮驱动、国际国内市场和资源双循环,以及产业转型和经济模式双转型的发展道路。其中,苏州地方政府对经济模式的转型升级起了决定性的引领作用。地方政府的有形之手和市场化的运作机制共同塑造了苏州的新经济模式。苏州的经验和探索为我国沿海地区经济模式的转型提供了有益的启示。

In recent years,with the changes of the internal and external circumstances,the economic model of external circulation in the coastal regions is unsustainable and it is urgent to realize the transformation of the economic model.Suzhou region used to be the typical representative of external circulation economy,and FDI and international trade played major roles in Suzhou's economy.Facing with the situation of declining or even retreating foreign capital inflow,Suzhou has taken the lead to embark on the development path of double-wheel drive of domestic and foreign capital,double circulation of international and domestic markets and resources,and double transformation of industry and economic model.Suzhou local government has played a decisive leading role in the transformation and upgrading of the economic model.The visible hand of the local government and the market-oriented mechanism have jointly shaped the new economic model of Suzhou.The experience and exploration of Suzhou is very helpful to the transformation of economic model of others cities in China's coastal areas.
