Mechanism and Effect of Data Empowerment Driving Industrial Structure Upgrading under the Background of Supply-Side Structural Reform

数据赋能是“十四五”时期深化供给侧结构性改革、推动产业结构升级的强大动力。利用主成分法测算2001~2019年省级层面大数据产业赋能,在分析数据赋能驱动产业结构升级作用机理的基础上,实证考察数据赋能的产业结构升级效应。研究表明:中国大数据产业赋能存在地区差异,东部地区远高于中西部地区;大数据产业赋能可显著推动产业结构升级。其中,数据赋能基础的作用最大;技术创新是数据赋能驱动产业结构升级的重要机制。因此,为加快产业结构转型升级,应着力推进大数据产业基础设施建设,规范数据要素市场,加强自主创新。

Data empowerment is a powerful driving force for deepening supply-side structural reform and promoting industrial structure upgrading during the 14 th Five-Year Plan period. This paper uses the principal component method to calculate the data empowerment at the provincial level from 2001 to 2019. Based on the analysis of the mechanism of data empowerment driving industrial structure upgrading, this paper empirically investigates the industrial structure upgrading effect of data empowerment. The result shows that there are regional differences in the development status of big data industry empowerment in China, and the eastern region is much higher than the central and western regions. The empowerment of big data industry can significantly promote the upgrading of industrial structure, and the data empowerment foundation plays the most important role. Technological innovation is an important mechanism for data empowerment to drive industrial structure upgrading. Therefore, in order to accelerate the transformation and upgrading of industrial structure, efforts should be made to promote the construction of big data industrial infrastructure, standardize the data factor market and strengthen independent innovation.
