后脱贫时代农村低收入家庭救助帮扶实践路径研究——以辽宁省B市为例

The Practical Path of Rural Low-income Families’ Assistance in the Post Poverty Era:A Case Study of B City of China

后脱贫时代的新发展阶段,相对贫困的救助帮扶工作成为了贫困工作的重要内容。救助帮扶工作体现着我国对低收入家庭收入的重视,是我国共享发展成果的鲜明体现。本文采用第一手实际调研数据,以辽宁省B市为例,对当前的救助帮扶工作的现状进行分析,研究结果表明,农村低收入家庭救助帮扶工作既有政策性问题,也有实施过程中产生的操作性问题。具体可表现为识别覆盖对象能力问题、救助手段问题、基层经办人员能力问题、大数据信息化平台缺失和数据共享能力较弱问题、动态监管机制缺乏问题等方面。基于救助帮扶的实践困境,本文提出针对性的对策建议,包括建立社会救助长效机制,加强顶层设计,构建“互联网+服务”信息平台,优化救助手段,增强政府部门之间的协调性,提升基层经办人员治理能力,充分发挥社会组织的作用等内容,以期促进辽宁省B市乃至全国救助帮扶工作的改善,提升低收入家庭的生活质量。

In the new development stage of the post poverty era,the relatively poor assistance has become an important part of the poverty work,which reflects China’s attention to the income of low-income families and is a clear embodiment of China’s shared development achievements.Based on the first-hand actual survey data,taking city B of Liaoning Province as an example,this paper analyzes the current situation of assistance and assistance work.The research results show that there are both policy problems and operational problems in the implementation of relief and assistance work for rural low-income families.Specifically,it can be reflected in the ability to identify covered objects,rescue means,the ability of grass-roots operators,the lack of big data information platform and weak data sharing ability,and the lack of dynamic supervision mechanism.Based on the practical difficulties of relief and assistance work,this paper puts forward some specific countermeasures and suggestions to promote the improvement of relief and assistance work in city B of Liaoning Province and even the whole country,and improve the quality of life of low-income families,including establishing long-term mechanism for social assistance,strengthening top-level design,constructing internet plus service information platform,optimizing rescue measures,enhancing coordination among government departments,enhancing grass-roots personnel management ability,and giving full play to the role of social organizations.
