摘要 数字化教育浪潮催逼驱动传统教育理论与实践,创新重构全球教育产业模式与格局,推动落实优质教育资源共通共建共享。OECD成员国以观照当下与预备未来作为数字教育发展的逻辑起点,因地制宜地规划数字教育发展战略指南,并从基础建设、经费投入、能力培训、学校落实、多元协同等视角,确立了数字教育发展战略的实施路径,以夯实数字教育设备资源,打造数字教育发展后盾,提升一线教师数字素养,培育数字技术专业人才,强化数字教育合作力度。然而大多数OECD成员国在实施数字教育发展战略过程中,仍然面临着数字资源统筹不足造成数字教育区域差距,数字性别鸿沟阻碍了数字教育发展根基,数字在线风险削弱了数字教育价值效益,数字支持匮乏动摇了数字教育建设信心等系列困境。如何在推动数字教育事业发展的同时,科学规避数字教育发展阻碍成为OECD成员国亟需解决的重要议题。观照OECD成员国数字教育发展战略经验,并审视我国数字教育发展实情,我国可从优化数字教育指导方针,为数字教育创新转型开辟道路;强化数字教育资源建设,为数字教育均衡发展创造机遇;践行数字能力提升策略,为弥合数字教育鸿沟提供助力;培育数字教育合作土壤,为数字教育长效发展保驾护航,推动我国数字教育内涵式发展建设。 The wave of digital education has changed the traditional education theory and practice,innovated and reconstructed the model and pattern of the global education industry,and promoted the implementation of common construction and sharing of high-quality education resources.Looking at the present and preparing for the future as the logical starting point,OECD member countries formulate the strategic planning guide of digital education locally,and establish the implementation path of infrastructure construction,fund investment,ability training,school implementation and multiple coordination,so as to consolidate the resources of digital education equipment,create the backing for the development of digital education,improve the digital literacy of front-line teachers,cultivate digital technology professionals,and strengthen the cooperation of digital education.But most of OECD member countries still face the existing difficulties,including the regional gap of digital education caused by the lack of overall planning of resources,the digital gender gap hindering the development foundation of digital education,the digital online risk weakening the value and benefit of digital education,the lack of digital support reducing the confidence in the construction of digital education and so on.OECD member countries how to scientifically avoid the obstacles to the development of digital education has become an important issue to be solved.Based on the experience of the development strategy of digital education in OECD member countries and the reality of the development of digital education in China,China should optimize the digital education guidelines to open up a way for the innovation and transformation of digital education,strengthen the construction of digital education resources to create opportunities for the balanced development of digital education,implement the strategy of digital ability improvement to help bridge the digital education gap,cultivate the soil for digital education cooperation to escort the long-term development of digital education,and then promote the connotative development and construction of digital education in China.
