Research on the Control Content of Urban Design Guideline Management for Fine Management

面对城市精细化管理的趋势与背景,针对以控规为核心的规划体系在规划管理中精细化程度不足的问题,分析了通过城市设计导则解决城市精细化管理的现状与经验,为加强城市设计的引领与管控作用,结合济南市西客站核心区的城市设计导则编制与规划管理实践,研究精细化管理背景下的城市设计导则编制思路,提出导则、图则编制的内容框架和管控要素,以及城市设计工作的思考与建议。

Facing the trend and background of urban fine management, aiming at the problem of insufficient refinement of the planning system with Regulatory Planning as the core in planning management, this paper analyzes the current situation and experience of urban design guidelines to solve urban fine management. In order to strengthen the leading and control founction of urban design, combined with the practice of urban design guidelines preparation and planning management in the core area of Ji’nanxi Railway Station, this paper studies the compilation ideas of urban design guidelines under the background of fine management, puts forward the content framework and control elements of the compilation of guidelines and plans, and the thoughts and suggestions of urban design work.
